My iPhone XS is telling me twice when I have received a text or iMessage despite the repeat alerts being on never. I never had this problem on my iPhone 6s and I transferred a back up of that to this phone. Why won't my phone just alert me once?

Is your phone on the latest version of iOS. Also, have you tried restarting your phone?

Have you made sure that in Settings > Notifications > Messages > Repeat Alerts is set to Never?

If you read my post...or even the title of my post, you would see that it says that my repeat alerts are on never.
Yes, I have restarted multiple times and yep, my phone is up to date.
