Thank you for using the Apple Support Communities. I see you want to be able to control volume on your AirPods by double-tapping.
It's possible to set the double-tap function to activate Siri, and you could then use Siri to control the volume. Check out the details under the "Change your double tap" section of this link: Learn more about your AirPods with charging case.
While there's not a way to set the double-tap to control volume without using Siri, you can always send your feedback directly to Apple: Product Feedback.
