How can I troubleshoot failure of Screen Time device enrollment?

My "family" consists of my iCloud account as organizer and 4 devices as "family". All four devices are associated with Apple ID with age < 16 or less.


Of the 3 devices I can, with some delays, access screen times and control them.


The 4th device fails. It's a test device I'm using in a book project, no SIM card. It shows up in FAMILY section of remote Screen Time correctly and the Apple ID has age of 14 ... but settings I make don't "stick" and have no effect.


The Apple ID for the failed device was previously associated with a 5s that worked. I update to an old 6.


I think two things might be wrong:


  1. I might be somehow over an ill-defined cumulative number of family devices (this is a DRM issue).
  2. There might be an iOS Remote Screen Time bug related to device updates.


Anyone have any troubleshooting ideas?
