How do I recover deleted photo from ICloud on IPad?

If you had iCloud Photo Library turned on, they would be in the Recently Deleted album on the iPad for 30 days. More information on iCloud Photo Library: Set up and use iCloud Photos - Apple Support
If iCloud Photo Library wasn't on but you have an iCloud Backup, you can use the backup to restore the entire phone (not just photos). That will replace all of the data currently on the phone with the data from the time of the backup. See: iCloud: Restore or set up iOS devices from an iCloud backup
