So frustrated! Android phone reset, can't get my icloud email now

I did a factory reset of my android. I generated a new password for the reset device. I receive this message:

cannot verify account a security connection error has occurred.

I also reset my rescue password. This seems to be my issue. Everything I habe found says I need to verify this email. I go to the email, no verification email. All support documents say resend the email. I can't find where to do that from. The rescue email address I used before doesn't show up and neither does the new one. I'm very aggravated and I'm not a novice! Someone please help me!!! Let's even see if I can get notifications from here! That's a separate issue I'm sure.
