Billing info request info

when trying to either update or Download an app from the App Store every time I push to get it then a screen pops up is asking me to push cancel or continue to put in billing information for the payment category whatever and I have done the continu and also cancel and for some reason it stops the the downloading of the app in the middle of it working and then I download an app from the App Store every time I push to get it then a screen pops up is asking me to push cancel or continue to put in billing information for the payment category whatever and I have done the continu and also cancel and for some reason it stops the the downloading of the app So I’m on able to get any apps or update my already owned apps how do I get that to stop popping up
