Did you receive an Act of acceptance from the service provider that repaired your iPhone?

It looks like you are having a hardware issue, they might broke the connector of Touch ID. To check that, you can completely restore your iPhone to factory settings and if an issue persists, it means that the Touch ID sensor is broken.

Unfortunately, Touch ID can be replaced only by Apple.
