Cannot get better than 65m accuracy on iPad GPS

I have an iPad 2 Air, and the Esri app Survey123 on it. You download a survey form and then can go off wifi to fill out the survey. When it comes to a location "question," (that is, the location at which you're filling out the survey), you're supposed to be able to access the GPS to fill it out. I can do that, but the question requires the location feed to be getting points within 10m of one another, and it never seems to be collecting locations within 65m of one another. Doesn't matter if wifi is on or off.


Running the same app on a Samsung Galaxy S7 phone, with airplane mode on and wifi turned off, I can reliably get locations within 10m of one another.

Is your iPad wi-fi only or wi-fi + cellular? If wi-fi only, note that it does not have GPS but uses other methods that are less accurate.
