Health App not working

My health app on my iPhone 6s (ios12.1.2) will not save any data (even when entered manually) or collect data from my watch or iPhone apps. When I try to select sources in the app, I get an unending pinwheel. Neither updating my phone nor updating my watch have solved this issue. Is there any way to fix or restore the health app on my phone so that it can be useable?
