i am having trouble with activating my iPad, i am entering the correct email and password but says "this apple id cannot be used to unlock this iPad" and i cant even find the iPad on find my iPad. but i can see it on my apple id page and i can remove the account form the iPad. my question is if remove the account from the iPad will i be able to open thee iPad ?
Removing a device from the Manage your Apple ID site, removes it from the "Find My iPad" service. You should only do so if you have physical possession of your iPad, as otherwise, if someone else does, you basically removed any security measure to prevent them from accessing it.

My guess is that your friend did not properly prepare this iPad to be sold and did not remove their Apple ID. I suggest that you get back to them and provide them this article so they can do so correctly:

i removed it from the apple id site and it is still locked, the problem is that even when i check Find my ipad the ipad doesnt show up there, it only shows in the apple id site and i removed and yet it is still locked :(
I entered what ive entered before and its not working. There is actually lots of people that have the same problem as that i enter the apple id it says that it is disabled and when i open it it says that it cannot be used. I entered another email and it sayed the same thing

No. You will need to contact your friend. If they don't know or won't help you, you basically bought yourself a "brick."
Even if you knew the ID, you won't be able to activate it.
If you bought it from a friend is there a reason he/she would not be willing to help you resolve this?
He gave me everything correctly i even used the ipad for a few days but i restored it and this happened
Which Apple ID are you trying to enter? Your own or your friend’s? You must enter your friend’s Apple ID and Password at iCloud.com and remove the device there.
