I have selected in Safari Preferences, General, Safari Opens with: all windows from last session. But on my MacBook this is not the case, Safari opens with a new window. Please explain how to open with previous windows. Mac OS Mojave 10.14.2

Try going to System Preferences/General and make sure Close windows when quitting an app is not checked. Quit/reopen Safari, then go to Safari/Preferences/General and see if the Safari opens with can be set to All windows from last session.
