Keeping in mind that you're not addressing Apple here, since this is a user to user tech support forum, and I'm just a user like yourself, (not aware of Apple's future plans), let's come to your question:
1) No, it isn't. Features that you can use on your iPhone are "by design".
2) You can submit your comments/requests/suggestions directly to Apple, using this link:

You can't do it using the native camera app. Did you read all the replies in the discussion I posted?
You can use a 3rd party app choosing the best for you in App Store (i.e. photo flipper), or you can flip selfies you've already taken using Adobe Photoshop Express (on App Store).
