other email being used

I have an email that is not connected to my Apple account. Someone is using this email to purchase Apple apps. The "info" that is being used looks to be Asian. Who do I contact to help.

Have you changed the account password? Are there actual charges to your account or are you receiving emails telling you that you have made purchases? Have you checked your purchases history?
