Apple ID Banance - unable to use

I have More than enough Apple ID that shows up in my balance on my account. But I can't make a purchase. All purchases are declined. Why? I'd like this fixed, please.

Ah, If you have a credit card attached to your Apple ID it must remain valid, even if you have store credit for the purchase you currently want to make. See the following as appropriate:

Thank you, tt2.

I did sign out, sign in again.

Went to store, the amount on iTunes appears in upper right of screen.

Go to purchase album, has me enter my password again.

Then click buy.

The some verification thing now...

Click done. Then nothing.

The verification is a Credit Card screen; but I don't want to use my credit card, I want to use iTunes Balance.
