Add the motion blur intentionally and globally on macOS

The motion blur effect is usually avoided and not desired.

However I find it very beautiful. I noticed this when I work with the MacBook Pro in the cold, in the table outside of a bar. The very cold temperature seems to slow down the responsiveness of the screen creating (for me) a beautiful motion blur effect (mouse, web page scrolling and everything).

Do any of you know if you can intentionally apply it with some plug-ins or other software, similar to those that invert colors or set color-blindness?
