Unable to perform SMS Messaging between Two Iphones when Not connected to the Internet

Hi,

I am unable to send a text message to another iphone user (Iphone 6S) from my own iphone (iphone SE)

The user I am trying to contact has both an e-mail and a mobile number.

Both iphones are running IOS12 but are both disconnected from wifi.

Send as SMS in settings is enabled.

Things I have tried:

I can send a message by connecting to my 4G network but unable to convert it to Send as Text message by longpressing the message. I only receive a iMessage effects screen with no option to send as text message.
Refreshing iMessage from settings did not work.
Attempting to create a new message by phone number automatically refers to iMessage and does not allow SMS messaging.
Disabling Message from Settings does not allow sending any message "cannot send message"

Any suggestions would be appreciated as I would not like to believe IOS12 does not support SMS messaging between two Iphone when not connected to the Internet.

SMS uses the voice channel, so you need to be connected to the cellular voice network to send SMS. iPhones will send as SMS to other iPhones if you have Send as SMS enabled and the iMessage fails. To send picture messages MMS you need to have cellular data enabled.

I am not aware of any way to force an iPhone to send via SMS to another iPhone. It will go as SMS if iMessage fails or if the recipient's iMessage is turned off.

It's possible that your account is not provisioned correctly for SMS. Check with your carrier.

Hi Lawrence,

Thanks for your assistance, however I believe I need to clarify a few details as I think the proposed issue is not correct.

Just to clarify a few details.

-I have been able to text others using my own iphone so I would like to rule out an account/carrier issue.

-Both phones were connected to the cellular voice network, but cannot text to each other since the iPhone defaults to iMessage immediately. The iMessage fails to send since both phones are not on a cellular data/Wifi Network.

-I have been able to text this iPhone in the past but that was after long pressing the message button and selecting "Send as Text message".

-After upgrading to iOS12, I have not been able to find this "Send as Text message" option as it has been replaced with iMessage Effects.
