False advertisement for iPhone dual lenses?

Apple added a second lens which is 50mm F2.8 but in Photo mode, it doesn't use the second lens instead of digital zoom! Seriously?


So, few people told me that "the second lens use in specific situations base on the light condition." Guess what? Wrong. I covered the second lens while I zoom in and out, it used only digital zoom not optical zoom no matter if I in bright or dark situation.


In video mode, it works but not in photo mode.(Im not talking about portrait mode) I have iPhone X so idk if iPhone XR or XS has different features but I need a clarification about the dual lenses.


Why am I not able to use the second lens in Photo mode?
