I started setting up my new Ipad pro yesterday and today when i turned it on to finish setting it up, it said enter passcode? Well being I haven't finished setting it up I didn't enter a passcode yet. But the ipad pro says i did.. so without it showing up on icloud for me to erase it and not toggle to access it through itunes what can I do?

You cannot set FaceID up without first setting up a passcode.
If you cannot restore as in my first reply to you then Apple Store with a receipt is the only way.

If no joy, make a genius bar appointment with Apple and bring along the original Apple IPad receipt.
Its the only option I have like i stated above its not even showing up in icloud.com to erase and it doesn't come with the toggle you need USB-C to hookup to my imac to try Itunes. So with that being said I have no other option.

If you've not finished setting iPad up, there's of course no iCloud.
well which is weird because i've download all my apps and etc.. All I had to do was organize etc.. No more downloading to do.
