Files app - delete downloaded file on iPad without deleting from iCloud

There seems to be a major bug in the files app. Once you download a file to an iPad or iPhone, you cannot delete it without also deleting it from iCloud. Unlike iBooks, which lets you delete a local copy of a file without deleting it from iCloud, the files app has no such option. I thought the iPad might manage the file dynamically and simply offload less used files when memory was low, but that is not the case. This is glaring problem with the files app.
