Safari iOS suggestions persist despite all settings turned off.

Just purchased an iPhone XS. I turned off suggestions in Settings > Safari > Search (all options are switched off) and Siri & Search > Siri Suggestions (all options switched off).

Despite doing this, I still receive suggestions when I open Safari and do a search from the Safari browser search field.

I have done a little searching and it's not an unheard of issue.

Anybody know how to fix this issue? I'd like to avoid doing a complete reset of my iPhone (and I have a suspicion that would not fix the issue anyways.)

Could it be iCloud settings somehow? Handoff? Some kind of "interference" between MacBook Pro, iPad and iPhone and having webpages open there? This never happened with my iPhone SE (less than a month ago). The suggestions seem to be very odd as well, after clearing history cache and website data I typed the first letter of a search "B" and got "Vietnamese Boat People" as a suggestion. Another time I did the same clearing of website data and cache and first suggestion that came up was "Refugees" and "United Nations..." as if from a news source.

Baffled. Thanks.

Try going to Settings —>Safari —>Quick Website Search. Toggle it off & below you’ll see ‘website shortcuts’ (google.com, discussions.apple.com, etc.). Upper right corner, hit edit, then delete these entries. I did this on all my devices (in case there’s a cloud issue). This worked for me. Good luck:)
