Troubleshooting with start OS

Hello. I'm teacher and today showed me my student problem with starting MBA 2018. After pressed ON button appeared alert in multi-language form and then I looked this - vis pict. (sorry for quality). I tied recovery start and it was good - I tried in this repaid disc. But after restart was the same problem. Thanks fir help.

Can I help myself or must I go to services?
