Since Apple Watch series 3 has built-in GPS, Can I track it, without it to be connected to WiFi or iPhone?

No, it needs an internet connection to be tracked - either wifi or your iPhone. If you purchased the cellular version and have the capability active, you would still be able to track it until the battery dies.
