How to restore without internet or Ethernet or wifi

I just got a working Apple TV of ebay but I need to restore it so that I can sign it on my Wi-Fi, I can’t access the internet except with my iphone, is there a way to download the restore for it on my phone and put it on my pc to restore it? It is Apple TV 3
