The contacts app become unresponsive when reaching it through the app or through the phone app. I cannot use my phone to dial in an emergency since the phone app freezes and I have to wait until it becomes responsive again. Sometimes the app simply crashes and then I have to open the phone app again just to watch it become unresponsive again.
In such situation, a forced restart of your device could be helpful:
Press and hold the both Home and Side (power) buttons for at least 10 seconds, until you see the Apple logo. When it appears, release both buttons, wait for you device to restart, then test it for a while.
