When setting up my boot camp partition it won’t let me choose any size but 37gb or 40gb. I can’t drag the selector. Disk utility says there are 4 volumes. It also says I have 500gb free on my Mac partition. When I use boot camp assistant it says the mac partition has 5 BG free 2014 Mac mini 1tb Mojave

Can you boot the Mini in Single-User Mode by using Command+S during boot and try to run
fsck_apfs -n -l /dev/rdisk1
You will need to photograph and post it.
I ran disk utility last night in recovery mode prior to getting this response. It checked 2 of 11 snapshots before giving up
I ran this and the computer locked up while checking 1of8 snapshots. So I am guessing the problem is snap shots. Also, I appear to have a bigger problem
No it locked the machine.
To be more clear it stopped when it was evaluating the snapshots and locked there

Thank you so much! I got the list, found the terminal command for deleting the snapshots, and cleaned them all up. I also turned off timemachine so it won't create any more snapshots.
You either have snapshots or APFS corruption. Post the output of
sudo fsck_apfs -n -l /dev/rdisk1
Does the command I posted run to a successful completion?
