Paused Videos Starting themselves

I have a new MacBook Pro, and despite having paused a video in one tab and working in another, Safari keeps randomly restarting the video. Is there a way to prevent this?

MacBook Pro w/ Touch Bar (2018 or later)

It's just Hulu giving me this problem. I tried safe mode, but it wouldn't let Hulu play any videos at all, so I couldn't test the problem. In the test account, I didn't seem to have the problem, but I can't find a difference between the settings on the test account and my account. I tried turning off auto play on Hulu, but the problem persisted, which is actually mildly concerning. I have noticed that the time it takes for Hulu to unpause its videos is shortened if I'm playing audio or video somewhere else on the computer (iTunes for instance), but that could be coincidence.
