Preview prints 1-bit TIFF scans all black

I have a lot of 1-bit TIFF files that printed just fine in High Sierra using Preview. There are all my own scans.

In Mojave every one of them prints entirely in black. The entire sheet prints as a big black rectangle despite appearing fine in Preview.

When I re-save them to PNGs using Photoshop, then Preview prints them just fine.

I also tried saving the 1-bit TIFFs as PDFs in Photoshop. Those also print all in black. PNG is the only way I have managed to get these to print properly.

As these all printed fine in High Sierra, the only variable that changed is Mojave. I searched for the issue here and found one other mention of this issue, only with grayscale scans. There was no resolution.
