My husband says do not charge your phone if it's not yet used to low power mode. He says it will ruin the battery. Can I charge my iphone 6s or iphone Xsmax if it's at 54%, 42%, or anything not to the point of "low power mode"? If I am going out and want to ensure I have a full battery because I know i will be using the heck out of my phone, can I charge it? He is taking this from the battery protocol from our old cellphones from 10 years ago.

Your husband is wrong. Iphones have modern Li-Ion batteries.
Charge it whenever and how long you want. No worries about overcharging it, since it stops automatically charging when the battery reaches 100%.
The only precaution: DO NOT let the battery go down below 20%, if possible.
