I bought a 1st generation apple pencil and it didn't come with a replaceable tip or a charging adapter. Why didn't I receive these accessories with my apple pencil?

Yes. I bought it brand new and the pieces weren't there. There was only the pencil and the small informational packets that always come with it. I wasn't aware that those pieces came with it until today, when my friend who bought the same exact pencil mentioned these accessories.
Double check the packaging for the pieces, and then contact Apple for replacement parts if you don't have them.

Those pieces are on a piece of cardboard inside the box - I think it's on the back of one of the packaging pieces.
