Can someone please tell me why I can’t download free apps without it saying I have to update my billing info??

I had Facebook messenger installed on my phone.Somehow while my son was playing with my phone he uninstalled it.Now I go to the App Store and it continuously tells me I have to update my billing info..The only problem is I don’t have that card anymore...
