Both models will try to use the iPhone radios whenever possible, because the iPhone has a bigger battery and better antennas than the small Apple Watch.

The GPS only model when away from the iPhone can use WiFi to perform its services. If WiFi is not available, then the GPS only model can only use GPS, tell the time, pay music and podcasts actually stored on the Apple Watch, and a few other services that do not require a radio. But if the paired iPhone is nearby, then it can do everything the Cellular model can do.

The Cellular model can use WiFi when the paired iPhone is not nearby. The Cellular model can use cellular radio when away from the iPhone, such as well running, swimming, skiing, boating or any other activity where you do not want your iPhone nearby (assuming your iPhone cellular provider supports the Apple Watch (not all of them do), and you are paying your cellular provider the extra $10/month for the privilege of using cellular on your Apple Watch).

Again, if your iPhone is nearby, your Apple Watch will use Low Energy Bluetooth to ask your iPhone do use its radios for all services to conserve Apple Watch battery life.
