Ringer will not turn off using volume buttons

My goal is to have ringer muted but vibrate active (vibrate = on, sound = off). On my iPhone SE I was able to do this my toggling the volume all the way down using the volume button on the side. I am now on an iPhone 7, iOS 12.1.2. Other posters have reporting being able to do what I describe on an iPhone 7.
I know that I can achieve this result by using silent mode/ring on silent, but I do not want to take that route. Why not? Because I use silent mode to completely mute the phone for meetings or other times when I want mute+vibrate off. I realize I can put the phone in do not disturb mode, or use Settings, but my goal is to have an easy choice between (ringer muted + vibrate) and (silent+onscreen notifications).
Anyone able to mute their ringer using the volume buttons, or another easy path?
