Ringer will not turn off using volume buttons

My goal is to have ringer muted but vibrate active (vibrate = on, sound = off). On my iPhone SE I was able to do this my toggling the volume all the way down using the volume button on the side. I am now on an iPhone 7, iOS 12.1.2. Other posters have reporting being able to do what I describe on an iPhone 7.


I know that I can achieve this result by using silent mode/ring on silent, but I do not want to take that route. Why not? Because I use silent mode to completely mute the phone for meetings or other times when I want mute+vibrate off. I realize I can put the phone in do not disturb mode, or use Settings, but my goal is to have an easy choice between (ringer muted + vibrate) and (silent+onscreen notifications).


Anyone able to mute their ringer using the volume buttons, or another easy path?

Solved - I do not know why, but after several more attempts, the "down" volume button on the side of the phone was able to change the volume level from one volume bar to "mute." Not sure why. Maybe I held down the button longer?


For others seeking to address this issue, my suggestion is to press the volume down button until volume reaches one bar, then try again with a long hold. Not sure if that will work, but I think that's what worked for me.


Plus, I can confirm that I am able to have my phone in non-silent mode with ringer sound muted but vibrate on. I have "Vibrate on silent" off, so I can use the silent mode switch to change from "vibrate only" to "don't vibrate at all/sound muted."
