When I download a song on iTunes, why do I have to use a regular desktop computer to get the song I pursgasrd as my ringtone? I should be able to do anything with the iPhone?

See Create and manage ringtones in iTunes - Apple Community. You can purchase new ringtones from the iTunes store directly on the iPhone, but if you want to roll your own or use third party sources it is a little more involved.
