Hello, I'm wondering if others are still having this issue? I just got a new MacBook Pro 13" with the Touch Bar and every time I close Safari, when I reopen it all previous windows are gone. I've set the preference to open all windows. I've also seen posts from 2 years ago with this same issue. Has anyone figured out how to resolve it? Thanks!

Check System Preferences/General to make sure Close all windows when quitting an app isn't checked.

You are welcome. When you close Safari, but not quit, what are you doing? If you close Safari using command - Q, does it reopen with all windows open? Closing the Safari window and then opening a new window won't restore what was open.
Thanks. Turns out that box was checked. I un-checked it, and unfortunately Safari still resets to zero if I close out of Safari. If I re-start the computer with Safari open, windows are restored, but if I just close Safari (not quit), it's all gone when I reopen.
