We are having intermittent problems when viewing PDFs in preview, some of the text appears jumbled, fonts are embedded and they view ok in Acrobat. see attached screenshot for problem.

You will just have to use Adobe, it's the gold standard for pdf, Preview usually needs to catch up.
But what is the reason this is happening to some text on the file but not others
Presumably it has to do with the particular font being used and the way Preview is reading the coding system used to generate that particular pdf. An Apple software engineer with expertise in the Preview app could no doubt figure out the exact reason for the bug in time with a copy of the file you have problems with.
When a problem like this occurs elsewhere than pdf, I would suggest trying Applications > Font Book > File > Restore Standard Fonts. But if all fonts have been embedded, your local fonts should not be affecting anything.
Both MS & Adobe have in the past included Fonts that Macs can't deal with, some even crippling Macs totally by replacing a built-in Font with one of the same name.
But what is the reason this is happening to some text on the file but not others, this is what we are being asked?
