My Mac Air has a microphone that comes up whenever I want to speak to do text, but my husband has a Mac Book Pro and it makes a noise like it's wanting him to speak, but it doesn't work and the microphone doesn't pop up! Where could we find it?

Thank you for using Apple Support Communities. It's my understanding that there's no response on your husbands' MacBook Pro when trying to speak to text. I'm happy to help.
First, go to Apple () menu > System Preferences > Sound > Input and select a mic and and make sure the microphone is working. If the issue persists, please follow the remaining steps in the link below:

Well normally the Microphone does not makes a noise, that would be the speakers that do that.
Check you Microphone setting in Syst Pref > Sound
Monitor the Input level when it is quiet, then speak
