new ipad 6 running ios 12 apps not working

New iPad 6 iOS 12, third party app icons not showing on home screen or not working. How can I fix this?

All apps are present in settings but icons are not on home page. App Store shows they are downloaded.

... and I assume that they are not on another page ... correct? Also, regardless of the backup restore, have you tried re-downloading the apps from the App Store?

It appears to be an issue with the app icons not working on this new iPad. My older iPad is running iOS 12 and there is no problem with any app or icon.

The ipad 6 is brand new, I am just setting it up and here is where the app/icon problem appears. How can I fix this? Please.

Did you restore from a backup when you set up your new iPad? If so, it may be possible that some of these nonfunctioning third-party apps cannot work with the version of iOS running on it.
