2 factor ID not secure from safari

How can 2 factor ID send the allow map and use code onto the very screen that i'm on. This happens when I log into anything from safari. It really should send it to another device, i.e. my phone. So that maybe if someone was breaking in you could stop them.

Two-factor Authentication is not designed to protect your device. It's designed to protect your Apple ID. So, logging in on a trusted device, the code will be sent to that device. The device should be protected by a password.
