iMessage won’t activate.

Everytime I try to activate iMessage on my iPhone 5s it says, “An error occurred during activation. Try again.” And it doesn’t tell me what that error is. I reset the network settings, updated my phone, logged in and out of my iCloud, and turned my phone on and off. Nothing's worked, please help!!
