Safari will not stop booting up.

Safari continues to boot up even after I shut it down. It reboots itself after I use 'force-quit', after I cleared history, after I clear caches and even after I shut this iMac purchased in December 2018 down and restart the machine it turns itself on automatically.

Turn it off. TURN IT OFF! please.
