Safari will not quit

My Safari will not quit even after doing a force quit, it re-enables. As a result, Safari is always running and doesn't allow my Mac to shut down until I force the Mac to turn off. is there any available solution to this issue? I have a late 2015 model iMac 27in retina (5K) with 32GB DDR3 and an AMD R9 M395X 4096MB Graphics card.
