I quit, and it re-starts. I force-quit, and it re-starts. I go to the Activity Monitor and force-quit its memory, and it re-starts. It even interrupts shut-down! I just updated Safari to Version 12.0.3 (12606.4.5.3.1). The Mac is running OS 10.12.6.

The installer may ask you to allow it in Security & Privacy /System Preference. Allow it.
Click the “Scan Now” button. Once done quit Malwarebytes for Mac.
Restart the computer, relaunch Safari holding the shift key down.

It took a couple of scans and restarts before all the identifiable malware was removed, but the initial cause of my query - Safari refusing to quit - seems to have been solved. Thank you.
