If you mean that you're using the Google App and you want to turn off Lens in that app, see this article:
I didn’t add it as an app. It appeared automatically with an IOS update I believe. I did a search and Goggle Lens does not appear as an app. And when I press the 3 Dots I only get send feedback option.
As far as I know, Google Lens is part of the Google Photos app... If you don't want it, then you'll have to delete Google photos. It may actually be integrated in to more (most if not all) of the Google apps.
It appears to me that you are using Google to search on the phone. Is that what you get when you swipe to the right to see the search and widgets, or when you swipe downwards from a home screen? If you are opening Google in Safari and see this, it is because it is integrated into Google's apps. You would have to check with Google support to see if there is a way to turn that off.

If you disable the Google Search app's access to your camera as explained in the above article, that may help.
You also don't need to use the Google Search app to search. You can use Safari.
Just because the icon is there doesn't mean you have to use it.
You can also just use Spotlight:

It shows up in search bar when I do google search on my iPhone. When I swipe right from home screen if I input Google Lens in search bar all that appears is info on developer that sort of stuff.
Appeared where? What kind of search are you trying to do when you see this Google Lens?
You're using a google app. It's integrated into that app. If you don't want that there, then don't use the Google app. If you don't want the google app at all, then delete the google app.
Oh. I have never used google photos but it does show up in my apps. I use iCloud. Thank you.
Thank you for the link. It does explain the purpose! I did turn off the camera for google but the stupid little icon remains. I might need to start using Safari. Again thank you.
