Cloned hard drive to SSD. From Startup Disk or in Recovery mode, get the subject message when trying to change startup disk. Do not have the T2 security chip, so startup utilities only provides option to add a firmware password. Suggestions?

What brand and model are both the SSD and enclosures you are using??
OWC in Mercury Elite Pro as you recommended before.
Okay, well you should be okay. Was the SSD formatted as GUID? If you are having trouble, please give OWC a call and they can coach you. As we are not there to look over your shoulder the issue may be very simple to correct.

To close on this, their (OWC) recommendation was to re-clone. maybe something did not go right the first time. Done and it now works. Thank you
