Safari won't quit

Safari won't quit on my Mac. I have used force quit, quit on activity monitor, used a quit command in terminal, right click quit command and forced power off. Safari will respond for about 1 sec then restarts. On the power down it restarts within a couple of seconds. Software is up to date: Mojave 10.14.2. This no-quit phenomenon doesn't seem to be affecting anything else and just started a couple of days ago. The Mac will restart & shut down.
