so I turned on my phone to check the time, and my lockscreen was all dark and the picture is kind of there but blurry. I tried restarting my phone and it didn't work. I looked up ways to fix it and they all said to clear the notifications and it should go back to normal but that didn't work.

Since restarting your iPhone is not resolving this, the next best option would be to contact Apple Support, as suggested below from the following article:
"Get help with the display on your iPhone, iPad, or iPod touch
If you don't see your issue listed or need more help, contact Apple Support or take your device to an Apple Store or Apple Authorized Service Provider."
