ipad pro alternative to MS OneNote

Frustrated with lack of application capability to create a tabbed notebook or folder to use as legal (law) folder. I want to be able to use apple pencil/stylus to take notes and date stamp and tab the notes which can be searched for word and accept dictation or keyboard notes. Must be able to create tabs or folders for .pdf import and annotation and possible display.

OneNote does all this but requires I use MS OneDrive only—no local drive, no dropbox, no icloud, and I do not have encryption key.

I have tried GoodNote5 which looked good but I have several issues with (no time stamp, difficult to keep running note file sycnchronized via icloud, failed to properly display numerous pcf files after initially importing and viewing fine, does nto export into .docx format); I have tried Notability (lacks good tabbing or notebook creation, export to .docx,, and same sychronizaiton issues). OneNote appears best but requires OneDrive.
