Tell me how I activate my control panel in lock screen.

Have you checked the switch in Settings->Touch ID & Password->Allow Access when locked->Control Center? Is it turned on?

If by control panel you mean Control Center, then you activate it like you do when its unlocked, by swiping down from the top right corner of the screen.
If that does not work, make sure it is allowed in Setting->Touch ID/Face ID & Passcode->Control Center
I did this but this is not working.i tried it to take down from upright corner of the ipad screen.but its not working.yes I meant control center.
