First let me say I'm so sorry for your loss. In order to get in the iPad, you'd have to know the Apple ID and Password, and then reset the iPad, but that won't help you as you'd lose the photos in process. You can't bypass activation lock to get in the iPad. If however, you have a death certificate, take that and the iPad to the Genius Bar at your closest Apple Store and see if they will help you.

Yes, partner can be different things, from business to life partner. I'm thinking this is a life partner situation. And I hope, but certainly don't know if Apple will be willing to help in this situation. Only Apple could offer the help the OP needs though, so with the Death Certificate, the iPad and anything which may prove "partner" status, they "may" be willing to help.
It cannot be done. Without the passcode even Apple will not help you. You'd need to be a family member, with a death certificate and proof of purchase.
Even more sad, to be honest. I am fortunate to have my partner still and we were able to legally marry after being together for 39 years. The world has a long way to go in terms of acceptance, that's for sure.
It's possible Apple will consider being the surviving partner to be family.
A final suggestion. Write Tim Cook. If anyone at Apple would understand your situation, he would.
We lasted 40 years and one day, of coarse the best years of my life, amazing adventure with the right companion to traverse life with, but now content with the memory.

I read it as "business partner". Still I think they would insist on proof of purchase. But it's worth a shot.
