Bootcamp: Your disk could not be partitioned. An error occured while partitioning the disk. Please run Disk Utility to check and fix the error.

I've seen several other similar threads, most involve disks I don't have.

Background: Trying to install Bootcamp on a freshly imaged MacBook Pro 15" with touchbar, with APFS. Doesn't matter if it's Mojave or High Sierra. It will download the Windows Support Software, and then attempt to partition the disk, and after some time it will fail with the error in the title. Disk Utility comes up clean every way possible. (Internal, recovery, and even Net Restore drives.)

I've seen most threads asking for diskutil list and diskutil cs list, so here's the output of this:

Last login: Tue Jan 29 15:15:07 on ttys000
jkoh-mac:~ admin.local$ diskutil list
/dev/disk0 (internal):
#: TYPE NAME SIZE IDENTIFIER
0: GUID_partition_scheme 1.0 TB disk0
1: EFI EFI 314.6 MB disk0s1
2: Apple_APFS Container disk1 1.0 TB disk0s2

/dev/disk1 (synthesized):
#: TYPE NAME SIZE IDENTIFIER
0: APFS Container Scheme - +1.0 TB disk1
Physical Store disk0s2
1: APFS Volume Macintosh HD 50.7 GB disk1s1
2: APFS Volume Preboot 42.9 MB disk1s2
3: APFS Volume Recovery 517.0 MB disk1s3
4: APFS Volume VM 1.1 GB disk1s4

jkoh-mac:~ admin.local$ diskutil cs list
No CoreStorage logical volume groups found
jkoh-mac:~ admin.local$

Any thoughts on a fix for this? I've done this on three separate like computers, I've repartitioned a few times, I've fresh installed several times, even tried different win10 ISOs. The other common things said are: turn off FileVault, already done, and disable Time Machine, also already done. (Neither are on to begin with) I'm running against a brick wall here and short of going to Genius Bar I'm out of ideas.

** The volume /dev/rdisk1 appears to be OK.

This is not good.

Start up your Mac in single-user mode or verbose mode - Apple Support and run

fsck_apfs -s -o -y /dev/rdisk1

If you get any errors, see the footnote under step 6.
